Hi and welcome here!

While the webpage they quote ( http://www.national-lottery.co.uk/ ) is the real website of the national lottery, the rest of this lettter is definitely a scam.

A sure giveaway is that

a) a legit lottery wouldn't use free email addresses (msn.com, walla.com yahoo.com)

b) they wouldn't use a mobile phone as their primary numer

c) you can't win a lottery you didn't buy a ticket for

Although Captn Igloo is absolutely correct.
That phone number is a UK redirect service and probably redirects to
a Nigerian cell phone. This service is notorious among 419 scammers
not official websites

You're right, my fault. I've recently seen exactly the same format with a +44-79... number and just copied my old answer.

Apart from anything else, the only way to win a lottery is to buy a ticket. Also it is illegal for any lottery in Europe to charge a fee for processing winnings in a lottery.
